And, the senator said, there’s a corollary to that principle in the development of America’s defense “triad,” which includes intercontinental ballistic missiles, nuclear submarines, and the nuclear-armed aircraft of the Air Force.
The military, by selling the Congress on the necessity of the threelegged defense, each of which must be able to survive a first strike and return—on its own —a devastating nuclear counterattack to any adversary, assured the perpetuation of each service branch’s own pet projects, Sen. McCarthy said.
The result, after 30 years, is that instead of one fighter, for example, being developed for all branches to use, each develops its own. For the nation’s taxpayers, he added, the result is a hugely inflated defense budget.
“I said in 1968 that if I am elected I will go to the Pentagon. . .We’ve got to get into the bureaucracy. They may be doing everything right, but the point is that we don’t know it. They are totally insulated from any real governmental control, and it should be challenged.”
