ment take and who should foot the bill for it? These are questions that now challenge some of our long-held beliefs about the structure of the American family and the rearing of our children. As I go about trying to determine legislation which best addresses the Social and demographic changes taking place in the country, I urge Virginians to share their views with me. In any legislative approach, I believe we must offer child care support to two-earner families who need it without personalizing those families who prefer to remain in the home during their children’s early years.
Child care bills in Congress
There are three principal federal child care proposals currently before Congress.
The first such proposal, the socalled “Act for Better Child Care,” has attracted much attention - both for and against. It would create an annual $2.5 billion federally-administered program run according to federal standards established by a new federal agency under the Department of Health and Human Services.
While a large percentage of the assistance would be targeted for low-income families, there is much concern at present about the extent to which the federal government needs to be involved in regulating day care services, particularly since the legislation effectively prohibits assistance to church-related child care programs.
