black Democrat would be an odds-on favorite to win in a general election against a Republican, many Democrats in the General Assembly aren’t enthralled at that prospect.
Northern Virginia Democrats argue that since the state’s most dramatic growth has been in their region, they deserve the new congressional seat. And some Democrats fear that a black majority congressional district could undercut Democratic incumbents in two other congressional districts.
It appears likely the Northern Virginia argument will prevail considering that the two Democratic incumbents who might be otherwise threatened, Owen Pickett in the 2nd District and Norman Sisisky in the 4th are former state legislators who still have influential friends in Richmond who realize a black majority
