“There has to be some level at which we can say there’s no visible change. We can’t just say there’s no level at which (additional pollution) is safe,” Salkovitz said.
The inability to document sources of pollution is a major stumbling block, Wade says. Were such information available, it would make the job of forcing companies to reduce their outputs a much easier one. But because of the vagaries of terrain, weather and temperature patterns, there are currently no federally approved models that map the flow of pollutants from their sources to points more than 60 miles away, he says.
