Rappahannock to Falls Church for his law practice, Judge Hertz moved his office into the Rappahannock Medical Center building in Washington. His wife Carole also moved her practice into there, and now works out of the Fauquier Counselling Center in Warrenton.
Before being appointed a judge in 1980, Judge Hertz’s law practice consisted mostly of domestic relations and real estate work. As a Juvenile and Domestic Relations court judge, his cases may have to do w ith custody of children in a divorce matter (divorces themselves are handled in Circuit Court), juvenile delinquency , spousal abuse, or other problems related to family or juveniles (under the age of 18).
A new Family Court is proposed to replace Juvenile and Domestic Relations Court next year. It would handle all aspects of divorce, instead of the divorce decree being done in a separate court. Judge Hertz, said that the bar associations in the state support such a court.
Judge Hertz said that a surprising number of cases in his court involve assault and battery between family members — fathers and daughters, brothers and sisters, and husbands and wives. Many times, he said, it is a case of the woman hitting the man. 1 le said that about 80 percent of the assault and battery cases are related to indulgence in alcohol. A lot of •these people are directed to counselling, and a lot of them correct their problem in that manner.
Some are directed to a Men’s Anger Group, where men go to learn about how to control their anger. At present there is no similar program for women.
