“I think that anybody who chews tobacco should maintain local control, Mildred. Originally the bill required all counties to maintain spittoons in their courthouses. But the General Assembly voted it down because it wan another unfunded local mandate.”
“But Buck, perhaps spittoons aren’t such a bad idea. At least Spittoons would cost us less in income taxes than Disney or prisons. Any maybe you can use them later for sludge”
