The sewage treatment plant could discharge, up to 450,000 gallons of treated water into the Hazel River daily. Sally Mello of Rixeyville and others had nominated the river from its beginning in Rappahannock County in the Shenandoah National Park to its confluence with the Rappahannock River in Culpeper County for Tier 111 status.
Environmentalists asked the representatives of the State Water Control Board to consider that application before acting on the request for the sewage discharge permit. They noted that the application for Tier 111 status had been Tiled first.
