juvenile court in Fauquier County, a juvenile had to be brought up to court from the detention center in Bristol, which is on the border of Tennessee in southwest Virginia, because that was the only detention center in which the juvenile could be found a bed. Juveniles are not atlowed to be held at county jails (for more than six hours, so detention centers are in critical need. Judge Hertz said, “It is not only inconvenient but it can be dangerous if the child has committed a serious crime. So far we have been able to come up with some way of handling it, but it is getting to the crisis situation.”

Judge Hertz feels that some juveniles may feel they are getting away with something, because they cannot be jailed at their age, but he believes many are reached by what the court does, too. He told of a juvenile who recently came back to court after being on probation, and that child had
