When a magician wants to fool an audience, he distracts attention from what his left hand is doing by waving his right hand. For a number of weeks I ha\e been wondering what sort of handwaving the Republicans would use to distract attention from the complete and total repudiation of Gov. Allen’s legislative agenda by the General Assembly. In last week's edition of the Rappahannock News the answer became clear. The Democrats had planned to destroy this agenda all along. The\ even asked help from a consultant.
Sorry folks, but that isn’t what happened. What did happen was that Allen’s agenda was rejected by the people of Virginia before it was defeated by the General Assembly. Virginians took a look at what Allen proposed to cut (like spending on higher education, meals on wheels for the elderly, extension agents in rural areas) and what it would save them (S33 a sear per family) and decided that it just didn't make sense. Legislators recognized this fact and voted accordingly.
This rejection was broad based and took many forms. Letters to members of the General Assembly ran ten to one against the proposed cuts in services. Led by Republicans like Til Hazel, business leaders across the state mobilized against cuts to education. Former Governors Mills Godwin.
