“We have been at a little disadvantage because the Senate has delayed meeting,” said Del. Jay Katzen, R-31st District, about the assembly’s budget negotiations that have been deadlocked for a week.
He specifically was referring to having an opportunity to lobby conferees in both chambers for issues of concern in his district — especially Rappahannock’s public education funds.
A House of Delegates amendment to the governor’s proposed budget would return all of the lost funds to the localities in areas hardest hit by the composite index recalculation. Along with Rappahannock, Galax and Richmond counties and the city of Norton would receive additional state funds.
