The composite index dictates the amount of state funds each locality receives per pupil for its public schools. That index is based on the locality’s true value of real estate, adjusted gross income and sales tax — all of which determines the percentage of educational funds the state will supply to each locality. The remainder of the education bill must be footed by local taxpayers.
Local officials say the method for determining the index may be fair to some or even most areas of the state, but in their eyes, not to Rappahannock.
“Relatively, we’re considered wealthy,” Dr. Gangel said. “But the people don’t feel wealthy.”
