Whether Allen can ever be a player on the national stage will depend — if that is his aim — on whether he can be elected Senator four years hence. Despite setbacks, he has retained much of his popularity during his term in office and is a strong campaigner. For the moment, at least, he is putting his chips on Bob Dole and, perhaps, hoping it will pay off when his gubernatorial years come to an end.
