“If the criminal hurts someone during the time the criminal could have been in jail, why shouldn’t the judge or parole board pay for the harm they caused ?” Mr. Miller said. “Ask the police how often they have to rearrest criminals with a rap sheet that has multiple entries. Ask police when they let violent criminals go early.”
