In contrast soft spaces are parks, markets and traffic-calmed streets, he said.
In places in Europe and Canada where traffic calming has been used businesses and residents like it, Mr. Lockwood said. “It’s worked in other countries; it is likely to be successful here too.”
Principles of traffic calmin are to slow traffic, improve real and perceived safety for non-motorized users, incorporate the preferences of the people using the area, provide more trees and plants, promote walking, bicycling and buses and maximize access to the streets.
He said traffic engineers claim straightening and leveling roads improve safety, but, in fact, measures that slow traffic improve' safety. “When you design a road like a gun barrel, people drive like bullets,” he said. Police and rescue squads.like traffic calming because speed limits are self enforcing, and there are fewer accidents. Those accidents that do happen are less likely to be fatal. With traffic calming there are 50 percent fewer crashes, he said.
