Lee Bird, a county resident, expressed some concerns regarding the long-term nature of the plan. “We are sitting on the edge of many demographic changes,” he observed,"that could create population pressures here.”
Several other residents brought up expansion and boundary issues. Mr. Herd pointed out that “expansion is a solution, not a goal. A good statement of long term goals is the first step.”
“The process for building the draft comprehensive plan,” Mr. Herd emphasized, “includes developing concrete goals and action items, with clearly defined timetables, financial data, and planning for the potential capital investments involved.”
Essentially, he said, “The proposal consists of five parts in two phases. The first phase is a goal-setting exercise,” or the visioning process — “looking ahead to the long term future and developing some level of agreement.”
