“Software is more difficult to see,” he said. “What I have been trying to do is figure out what it means to be in the (geographic) center of the Piedmont. The agricultural area has been losing to development. I want to find ways to support the rural and agricultural nature of the region.”

Clevenger’s Corner would not include any industrial development. The first 12.5 acres would include a maximum 150,000 square feet of retail space. “The language of the Culpeper County Comprehensive Plan authorizes at least 600-700 housing units,” said Epstein, “but I’m not interested in that kind of density.”
