The American road and highway system emerged as a byproduct of rural free delivery. Hundreds of petitions for rural delivery were turned down because of unserviceable or impassible roads. Local governments spent millions of dollars improving existing roads and bridges and extending highways. In some communities', the farmers themselves • donated money to grade and gravel their roads in order to qualify for RFD.
Concern for safe, efficient mail delivery on the county’s secondary roads still remains a priority for the Rappahannock Board of Supervisors, the Virginia Department of Transportation and the USPS.
