Delegate Katzen made this statement about Senate Bill 758 which would allow cellular communication companies the right to erect and locate towers on state owned properties, principally highway rights-of-way, without the approval of the local Board of Supervisors or even local zoning ordinances.
I applaud Delegate Katzen for reversing his position on this issue. In this session he is opposed to the bill. In the last session he voted for essentially the same bill. However, it was ruled unconstitutional by the Virginia Supreme Court.
