his decisions as Zoning Administrator that were contained in a letter to Sprint PCS dated Sept. 28. Because of that appeal, he said, the application is on hold. The appeal will be heard by the Board of Zoning Appeals at a public hearing at 7:30 p.m. on Nov. 29 in the high school auditorium. The BZA can uphold or overturn the Zoning Administrator's decisions, after which the unsuccessful party can appeal the BZA's decision to the Circuit Court. Subsequent appeals could be made to the Appellate Court and then to the Virginia Supreme Court-and the appeals process could take a long time, Mr. McCarthy said.
Mr. McCarthy also noted that the County’s telecommunications consultant, Atlantic Technology Consultants (ATC), had signed on and was presently reviewing the environmental assessment requirements of the application. He suggested that they also be used to assist in the evaluation of emergency communications facilities, and that a committee, with representatives from the Board of Supervisors, the Sheriffs Department, the Volunteer Fire and Rescue Association and the Town of Washington, be formed to work with ATC. Supervisor Roger Welch volunteered to be the Board s representative to the committee.
Schools report
Schools Superintendent Dr. David Gangel introduced assistant superintendent designees Helen Williams and Jack Raines to the Board of Supervisors. He said that they will be serving as co-assistant superintendents after Mrs. Biggs retires at the end of this calendar year. Helen Williams will serve as co-assistant superintendent and his designee until her retirement in September of 2001, and Jack Raines will serve as assistant superintendent trainee until Mrs. Williams’ retirement, after which he will be the permanent assistant superintendent.
Dr. Gangel noted that the applications for the position of high school principal, to be vacated by Mr. Raines, were being accepted until 11/15/00, and that the School Board would review applications and make a decision on the new principal, probably by their December meeting.
