Dr. Kellison said that Effective Schools research has been conducted for thirty years, and he defined Effective Schools not as a program, but as a set of beliefs and values that schools work if a commitment is made and that all children can learn. Effective Schools, he said, establishes a new learning paradigm that .is based upon time put in to learning, opportunity created for learning, and effort or the motivation both of the learner and the teacher.
