A Special Use Permit request by the Board of Directors of the Child Care and Learning Center (CCLC) to adaptively re-use the front portion of the Washington School to construct eight one bedroom apartments was approved unanimously by the Washington Town Council at their Feb. 12 meeting.
Speaking on behalf of the CCLC Board, Rose Ann Sharp explained that the board had established a task force four years ago to investigate possible uses of the building on Mt. Salem Avenue in the Town of Washington.
As a result, donation-funded improvements had been made tt> the school building’s back part — the gymnasium and four classrooms — but that the front portion of the building was still unused and in a state of disrepair.
She said that the proposed apartments would be financially self-sustaining, and that there would be no physical connection between the apartment portion in the front of the building and the after-school care portion in the back of the building.
Mrs. Sharp also addressed other community concerns, noting that the parking area would be screened from view, new lighting would be downshielded, that a maximum of two residents would be permitted per unit, that pets would not be permitted, that traffic on Mt. Salem Avenue would not significantly increase due to the proximity of Route 211, and that this would not be a “low-rent project” but one that would add units to the scarce rental inventory in Rappahannock County.
