Governor Mark R. Warner (D) cautioned the House and Senate budget negotiators on Friday that the General Assembly’s competing budget plans use inflated and optimistic revenue estimates.
He added that the budgets made new spending commitments, and promise pay raises and further tax cuts without finding money in the budget for them.
“Our budget has no margin for error, and these actions only place additional stress on it,” he wrote in a letter to the senior budget writers of both houses.
“by your own estimates, we will begin the next budget cycle with another substantial shortfall, and I fear that these actions will substantially increase the difhc.Jty of preparing a new budget next year.”
