Rappahannock County Administrator John McCarthy reported Monday that a controversial “concept paper” for a federal grant to fund the creation of a non-profit support center was not within the “purview” of the Board of Supervisors and he regretted that the grant writer and her job have been “calumniated for their private volunteer participation in this effort.”
