Then U.S. Sen. John Warner and former U.S. Sen. Harry F. Byrd Jr., both Republicans, joined the debate and supported the need to raise additional revenue through tax increases.
Now Republican U.S. Sen. George Allen and Democrat Douglas Wilder, both former Virginia governors, have called on legislators and current Gov. Mark Warner (D) to hold a referendum before voting to increase any tax rates.
“If those who advocate billions in record income, sales, cigarette and gas taxes truly believe they have the support of the public, then our proposal ito hold a referendum)... should not be feared by them at all,” Allen and Wilder said in a written statement.
The two pointed out that in 2002, Warner and legislators asked voters in Northern Virginia and Hampton Roads to decide whether to raise taxes for schools and transportation.
