Unfortunately a few, very wealthy individuals drive up the per capita income.
Make no mistake; those people are not the farmer down the road that has land passed from generation to generation. He may be no more able to shoulder the increased tax burden than the family of four living on a fixed income in a small home with little land. Funding formulas and state contributions are a muddled mess to wade through and only one other county in the state of Virginia looks fiscally like Rappahannock.
State legislators are not eager to fix the problem for us. Creative solutions, not-for-profits such as Headwaters and long term financial commitments such as this bond help shoulder a burden that does not look to get much better.

I found Mr. Kiser’s comments insulting. The school system is not perfect and never will be. There are dedicated concerned individuals working to get it as close as possible. I just want Mr. Kiser to know that I am cheerleading this budget as a parent, as a taxpayer and as an educator. I have heard it said that if you think education is expensive you should try ignorance.
