According to one report, denied by administration officials, Mr. Bush is planning to commit additional American troops to Iraq after Nov. 2. At the least he will probably extend the tours (again)of troops already there.
But will there be enough time to insure credible elections in Iraq in January, as promised? If not, as Mr. Arundel says, Iraq will “degenerate into open civil war early in 2005.” We as the occupying power will be powerless to end it. We will sink into a “new quagmire,” losing our last best chance to exit honorably and leave Iraq in a position to govern itself.
