“Stopping the traffic between the 35 mph zone and the 25 mph zone on Main Street will encourage greater adherence to 25 mph. Stopping the traffic three ways may reduce traffic through Main Street because those traveling 522 may indeed find it faster to turn right than to proceed straight. Trucks traveling north and south on 522 may find it’s easier to negotiate the intersection with the stoppage of competing traffic. They frequently encroach on both other travel lanes in order to negotiate the turn.”
