McCarthy said that Fauquier County and Clarke County had similar programs that were successful and that the average development rights there went for about $20,000.
McCarthy used a 100-acre farm as an example to explain the basic premise of the program.
“Presumably you are already using one 25-acre development right for your own house,” McCarthy said. “That would mean you have three development rights for the remaining 75 acres. That could mean something along the lines of $60,000 for the landowner without harving to sell the land.”
