State Police Trooper J. L. “Lee” Felts is leaving Rappahannock County after serving the area for approximately two years. Felts will be returning to his hometown in Carroll County, serving with the Virginia State Police in Pulaski [ County. “I’ve tried to treat everyone the same since I’ve been here," Felts said, “I’m going to miss everyone.”
