PURPOSE OF NOTICE: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality that will allow the release of treated wastewater in to a water body in Rappahannock County, Virginia.
PUBLIC COMMENT PERIOD: February 24, 2006 to 5:00 p.m. on April 12, 2006.
PUBLIC HEARING: Auditorium of the Rappahannock High School, 12576 Lee Highway, Washington, Virignia, on March 28, 2006, from 7:00 p.m. to 9:00 p.m. In addition to the public hearing, Department of Environmental Quality staff will conduct an informal briefing on this proposed permit issuance at 6:30 p.m.
PURPOSE OF HEARING: To obtain input from the public related to this project for the DEQ to consider.
PERMIT NAME: Virginia Pollutant Discharge Elimination System Permit - Wastewater issued by DEQ, under the authority of the State Water Control Board.
NAME, ADDRESS AND PERMIT NUMBER OF APPLICANT Town of Washington, 485 Gay St., P.O. Box 7, Washington, Virginia 22747 - VPDES Permit VA0091651.
NAME AND ADDRESS OF FACILITY: Rush River WWTP, West of Route' 211 and 522, Washington, Virginia 22747.
PROJECT DESCRIPTION: Town of Washington has applied for issuance of a permit for Rush River WWTP in Washington, Virginia. The applicant proposes to release treated sewage at a rate of 0.06 MGD into the Rush River. The sludge will be disposed in an approved landfill. The Rush River is in the Rappahannock watershed. A watershed is the land area drained by a river and its incoming streams. The permit will limit the following pollutants to amounts that protect water quality; Flow, pH, Biochemical Oxygen Demand, Chlorine, Total Phosphorus, Total Nitrogen, Dissolved Oxygen, Total Kjeldahl Nitrogen, E. coli, and Total Suspended Solids.
ISSUED RAISED BY PUBLIC: The previous public comment period was from December 23, 2005 to January 23, 2006. The comments received at that time expressed concerns over impacts to water quality, low/zero flow conditions, impacts to recreational uses, alternative sewage treatment options, in-stream/ effluent screening/monitoring, impacts to property values, odors, operation and maintenance of the wastewater treatment system, nutrient offsets and training, stream classification, rights of landowners, concerns with impacts to economy/ agriculture and impacts to health and environment.
HOW TO COMMENT: DEQ accepts comments by e-mail, fax or postal mail. All comments must include the name, address and telephone number of the person commenting and must be received by DEQ during the comment period. DEQ also accepts written and oral comments at public hearings. To make a statement at a public hearing, write your name on a sign-up sheet available before the hearing. You may sign up only for yourself. The time allowed for each statement is set by the hearing officer. The public may review the draft permit and application at the DEQ office named below.
