I was the fiancee of Troy Foster
and mother of his son. I want to set a few things straight about the article that was published concerning the Claffys’ winning the lottery (Rappahannock News May 28).
It has been seven and a half years since the automobile accident that took Troy’s life and changed our lives forever.
A lot of people are led to believe that it was part of a plea agreement that Joe Claffy pay for Troy’s son’s college education. That is not true. It was not part of the plea agreements
Joe volunteered the college fund and I refused and the judge ordered it which now I’m glad that he did so that every time a payment is sent Joe is reminded why!
