State law requires assessments be based on market value, Wingate said - so his team of assessors studied local real estate sales from 2008 through June 2009. taking those numbers into account with earlier assessments and at least one site visit.
The team is assisted by the county’s Board of Assessors who are appointed by the county's supervisors. Members of the board are Patricia Bartholomew’ of Flint Hill, William Bear of Washington. Louis G. Zindel III of Amissville and David Leive of Sperryville.
“They [Wingate] worked very diligently with the Board of Assessors,” said McCarthy. "There will alw ays be human errors, and mistakes can be made, but that’s what the appeal process is there for So far we're happy with the overall quality of Wingate's work ”
Turnout for the appeals, which continue through Dec. 29. has been ‘light - very light,* Atkins said “We’ve probably got 50 appointments so far set up over the course of the two weeks. And that's out of the 5.800 or 5.900 notices, that went out.”
