Position oven rack so cookies will bake in center. Preheat to 375 degrees. Line each cookie sheet with parchment (baking) paper. In a small bowl, sift together flour, salt, baking powder and baking soda. Set aside. In a separate bowl and using a heavy-duty electric mixer, cream together butter, oil, sugar, brown sugar and vanilla. Add egg and vinegar. With the mixer set on low, add the flour mixture a little at a time, mixing until it’s all incorporated. Stir in chocolate chips briefly. Dough may appear a bit more crumbly and oily that traditional chocolate chip cookie recipes, but that's OK. Drop dough by tablespoonfuls onto prepared cookie sheets (we use a 1 1/4 inch ice cream scoop or disher) leaving 2 inches of space between each cookie. Bake in the preheated oven until light golden brown (1215 minutes). Remove from the oven and immediately slide entire sheet (parchment and cookies together) onto a cooling rack. Remove cookies from parchment when completely cooled, about an hour.
