The composite index, based on a jurisdiction’s overall property values, household incomes and other indicators, determines a school district’s “ability to pay” - and thus its level of state funding. Rappahannock’s composite index, at .80, is among the highest in the state.

As an example of its effect on local school budgets, Madison County’s composite index went up this year from .48 to .52 - and school administrators there are preparing to deal with as much as $500,000 less in state funding as a result.

The School Board informally agreed to consider another lobbying trip to Richmond.
