In appealing to all Virginians that this appalling situation be curbed, he stated that, as deplorable as it is, the 1949 record is a thing of the past and nothing can be done to improve it. “Individual carelessness, and individual carelessness almost alone was responsible,” he said, “and in the name of common sense, humanity and chic pride, every Virginian should make it his business to see that it does not happen again.”
