Our country is founded on the proposition that all men are created eqpal. This means that all citizens are equal before the law and should enjoy equal political rights. They should have equal opa. portunities for education, for economic advancement, and for decent living conditions.

We will continue our efforts to eradicate discrimination based'on race, religion dr national origin.

We know this task requires action, not just in one section of the - Nation, but in all' sections. It requires the cooperative efforts of individual citizens and action by State and local governments. It also requires Federal action. The Federal Government must Jive up to the ideals of the Declaration of Independence and must exercise the potwers vested in it* by the Constitution. > .

We are proud of the progress that has been made in securing equality of treatment and opportunity in the Nation's armed forces and the Civil Service and all areas under Federal jurisdiction.
