Douglas B. Fugate
Douglas B. Fugate, 57, whoselife span parallels that of the Virginia Department of Highways, has become the eighth man to head the Commonwealth’s largest state agency. G6vernor Harrison’s appointment of Fugate as highway_.commissioner was for the unexpired term of H. H. Harris, retired. The term ends June 30, 1966. Fugate was born in Pulaski County in 1906, one month after the Virginia Highway Commission was organized. He graduated from Radford High School and V. M. I., with a degree in civil engineering. He immediately went to work for the highway department and has held many posts including that of assistant chief engineer, and has been credited with originating the state’s proposed arterial system.
