1974. Miller alleged that if present trends continue, farming will become impossible in Rappahannock County.
Herbert Foster, another former Supervisor, maintained that farmers should have been in on budget considerations, and “small businesses, too. We can’t hardly make ends meet. Where’s the revenue coming from when the little farmers go out of business? . . .If taxes go so high that the farmer can’t farm, then he has to sell his land to be subdivided.”
Foster warned that the people moving into those subdivisions would have a lot of children, and school facilities and other services would have to be expanded, forcing taxes up even further.
