As this is the first year of operation for the Area Agency on Aging, many of the proposed efforts are limited in scope and will serve as pilot programs which will eventually be expanded if successful. Use of volunteer resources, especially the skills older persons themselves can offer, is heavily emphasized throughout the plan in accord with the philosophy that services which are truly provided by the community ultimately prove to be the most successful, the most enduring and the most cost-efficient.
