THE STATE mental health plan required by a new federal law has been completed by the Department of Mental Health and Mental Retardation. The public may comment on this plan during the month of June. Under the provisions of Public Law 94-63 (Community Mental Health Centers Amendments of 1975), the Department of Mental Health and Mental Retardation must submit a state mental health plan to the Department of Health, Education and Welfare by July 1, 1976.
The federal government uses state plans to justify appropriations, review and evaluate programs, measure progress, and recognize and share innovations among the states. Dr. Paul R. Ahr, assistant commissioner for planning, evaluation and training for the Department of Mental Health and Mental Retardation, said the mental health document consists of two major sections. The first section contains the Department’s goals and objectives for developing mental health programs in Virginia over the next five years.
