Frank “Junior” Carter was tried in Judge Carlton Penn’s court on Wednesday, December 14, and found guilty of two counts of first degree murder. After deliberating almost two hours, the jury of three women and nine men recommended that he be sentenced to 40 years in the state penitentiary on each count. Carter was charged with the May 29, 1977 gunshot murders of Anna Rose Gatewood and Randolph Starks.
In preliminary remarks, Rappahannock Commonwealth Attorney George Davis said he intended to prove first degree murder primarily through the testimony of witnesses. He stated that the Commonwealth would show that the accused left a party at Haywood Lee Turners, went to a friend’s home, took a single barrel shotgun and returned to the party to wait for the victims. Kimberly Ann Stringfellow » Scaped serious injury Tuesday morning when she ran into the side of a car while waiting for the school bus in front of her home west of Washington, according to Trooper R. R. Montgomery.
She struck the side of a 72 Dodge driven by Douglas Baumgardner of Woodville who was enroute to his law office in Washington, said Montgomery.
The child was taken to Culpeper Memorial Hospital for observation and remained over night.

Winter officially began at 6:24 p.m., December 21, when the sun moved directly above the Tropic of Capricorn, according to the Science Museum of Virginia. “The Tropic of Capricorn is 23‘/j degrees south of the equator,” Dr. Paul H. Knappenberger, Jr., Museum director explained, “and when the sun reaches this point it means the start of the winter solstice in our hemisphere (northern) and the beginning of summer in the southern hemisphere.” December 21 also is the day of the year with the shortest period of daylight.
