Dalton, in what appears to be a highly constructive move, has outlined a plan to revamp and upgrade the entire cabinet function. He says there will be no chief-ofstaff in his Administration, and all cabinet officers will have equal authority as well as equal pay.
Dalton plans to preside personally over cabinet meetings which will be held every two weeks. He also plans to take the Cabinet with him when he visits six different regions of the state each year. Beyond that, he intends to strengthen the authority of his cabinet officers, leaving no doubt that they are the bosses of their departments.
In appointing Walker, 39, as his chief fiscal officer, Dalton is bringing into his Cabinet a relatively youthful financial technician who is a highly respected authority on public finance. By moving Rowe to Commerce and Resources, the post he held before his appointment as Secretary of Administration and Finance, the Governorelect is wisely retaining the services of one of Godwin’s most able lieutenants who will be in a position to provide invaluable counsel to the new Administration.
