Richard Sanford, one of the district applicants, responded to Edwards's criticism of the AF District legislation. The AF District bill was first introduced during the 1976 General Assembly session, was carried over until the ’77 session and underwent close scrutiny by lawyers in the legislative drafting services committee, said Sanford.

The result “satisfied the great majority of members of the General Assembly,” Sanford continued. The few changes in the legislation rushed through during the closing hours of the last Assembly session were the result of an attack mounted by the Virginia Home Builder’s Association, he maintained. Sanford added that the Association’s attempts to ‘‘cripple, to weaken” the bill were unsuccessful.
