Major advances ir corrections, highways, education, and mental health have been cited by Govemoi Mills E. Godwin, Jr. in a report on what he described as “Virginians working together” in the past four years.
“There were significant accomplishments and there was continued momentum, perhaps in a greater measure than was to be expected, given the economic climate in which it took place,” he said.
He said that not since the Depression era of the 1930’s had management of the State government’s budget been more problem-plagued, and he noted the occurrence of such other crises as energy, Kepone, droughts and floods.
A series of spending reductions ordered for State agencies and institutions cut expenditures by $215 million and assured a balanced budget without general tax increases, he said. “Passage of the $125 million general obligation bond issues will permit catching up on a number of urgent capital outlay needs,” he added.
During the four years, he said, capital outlay appropriations of $70 million were made for upgrading adult prisons. Capacity is being increased from 5,480 to 8,035 at the prison, and already has risen by almost 2,000, he said. The number of prison
