the opening BOWLES blew gently through th< phase of his adminis tration. It was an in teresting mix of some of the top people in the present Cabinet of Gov. Mills E. Godwin Jr. and two new appointments of major, if not historic, significance.
There will be three holdovers from the Godwin Administration. Secretary of Administration and Finance Maurice B. Rowe will remain on board, but will become Secretary of Commerce and Resources. Secretary of Public Safety H. Selwyn Smith and Secretary of Transportation Wayne A. Whitham will be retained in their present posts.
Newly appointed Cabinet members are Charles Walker, the present state Comptroller, who will take Rowe’s place as Secretary of Administration and Finance, and Dr. Jean L. Harris who will become Secretary of Human Resources.
Three members of the Godwin Cabinet will be leaving. They are Secretary of Commerce and Resources Earl J. Shiflet, Secretary of Education Robert A. Ramsey and acting Secretary of Human Resources Woodrow W. Wilkerson.
Wilkerson’s departure had been expected. He came out of retirement last spring with the understanding that he would only serve out the remaining months of the Godwin Administration.
