The pro-ERAs are coming up with new ideas. The latest is to make a rules change that all federal constitutional amendments must be reported out of committee within a certain time. Their reasoning makes sense. The committee can make no changes in a federal amendment...its only task, really, is to vote for or against the measure, then send it before the entire legislature
