Born in Rappahannock County in 1907, he was the son of the late William Thomas Riley and Eliza Foster Riley.
Surviving are his wife, Helen Virginia Riley of Flint Hill; one son, Robert H. Riley Jr., of Front Royal; two daughters, Alma Underwood of Roanoke and Mabel Lillard of Culpeper; three sisters, Gladys Smoot of Brown town, Hattie Walters and Mrs. Rixey Frye, both of Flint Hill; three brothers, Floyd E. Riley of Warrenton, Lewis Riley and Preston Riley, both of White Post; and 10 grandchildren.
