The National Newspaper Association, which serves 7,000 publishers and editors in 50 states, has watched the costs to publications, and their subscribers, mount. Second class postal rates have risen more than 500 per cent in the last five years, says the NNA. And the Postal Service has filed a formal request to raise rates 30 per cent more.
In addition, for the first time, the Service is seeking to impose a surcharge of 2 cents per copy on all publications which receive “newspaper treatment” or “red tag” delivery.
What has gone wrong? What has happened to change a unique communications network which once provided free, or inexpensive, dissemination of news and information throughout the land?
