Luke maintained that the Davis property was "not suitable for agriculture" and hadn’t been used for agricultural purposes since I960. "If not this, what piece of property would you rezone?” he asked. "We've been for things that wouldn't increase school taxes...We want to have people come in, spend their money and then leave...We have to think somewhat of bringing in additional revenue soutces ...These are factors we need to think about regard less of who makes the application (for rezoning)," said Luke.
