The Supervisors will hold no special meeting on the school budget — at least not one that is open for public comment.
At last Thursday’s Board meeting. Chairman E. P. Luke stated that he would be glad to discuss the school budget with the School Board but didn’t want to get involved in “some kind of Donnybrook” with people trying to override the School Board’s decision on funding allocations. Luke maintained that the Supervisors have "only bottom line approval” over the school budget.
(According to the State Superintendent for Administration and Finance, Paragraph 22-127 of the Virginia Code gives local Boards of Supervisors control over 15 major classifications in the school budget in addition to control over the total. The categories include: administration, regular day School instruction. Other instructional costs, attendance and health services, pupil transportation, school food services, operation of the school plant, maintenance of the school plant, fixed charges, summer school, adult education, other educational programs, capital outlay, debt services and refunds of revenue. The classifications include subheadings; some as many as 15. However, state law gives local Supervisors authority over amounts budgeted in major classifications only and not over any amounts for items included in the subheadings.)
In assuring his fellow Board members that he had a thorough understanding of the school budget, Luke reported that he had met “with certain members of the School Board in the Superintendent’s office to go over the budget.” Apparently relying on their Chairman for any necessary explanations, the rest of the Supervisors agreed with Luke that no separate meeting was required on the school budget.
